Mr. Carl W. Caulk (’89; ’17)

Carl Caulk currently serves as the Owner and Principal of Integritas Creative Solutions. Integritas provides consultation, training and instruction to public and private entities in the following areas: security, law enforcement, compliance, ethics, organizational management, investigations, threat mitigation, risk assessment, protective operations and protective intelligence.

In December 2015, Caulk retired as an Assistant Director at the United States Marshals Service after a 27-year career in federal law enforcement. As a Senior Executive, Caulk led the agency’s integrity and accountability programs, overseeing compliance review, internal affairs and discipline management to ensure risk mitigation across the agency. Prior to this position, Caulk served as the Assistant Director for Judicial Security. Caulk acted as the principal security advisor for the judicial branch of the federal government; ensuring the personal, technical and physical security of over 2,200 members of the federal judiciary, thousands of executive and judicial branch personnel, and over 400 U.S. Court facilities nationwide. Caulk directed programs in the areas of protective operations, intelligence, threat investigation and mitigation, risk assessment, security training, and financial administration and management. Caulk also served in a number of additional leadership positions.

Prior to the U.S. Marshals Service, Caulk served as a Special Agent with the U.S. Department of Interior Office of Inspector General based in Washington DC; Lafayette, LA; St. Thomas, U.S. Virgin Islands; and Billings, MT. In this position, he was responsible for a variety of white collar crime cases in addition to various civil and administrative investigations.

Caulk is a member of a number of professional organizations to include the American Society of Industrial Security, the International Association of Chiefs of Police, the Police Executive Research Forum, the National Sheriffs Association, and the Federal Bureau of Investigation National Executive Institute Associates.

Caulk serves as the Executive Director of the non-profit U.S. Marshals Survivors Benefit Fund. Caulk is also a member of the U.S. Marshals Museum Foundation Board of Directors. Additionally Caulk currently serves as the Chairman of the Criminal Justice Advisory Board at East Carolina University.

Caulk is a native of North Carolina. He attended East Carolina University where he graduated Magna Cum Laude with a Bachelor of Science degree in Criminal Justice. Caulk also holds a Master of Science degree in Criminal Justice from East Carolina, along with certificates in Security Studies and Criminal Justice Education.
